What to Expect When Bringing Your Pet to Dubai

Pet relocation to Dubai is very achievable when the paperwork and timing are right. The single biggest factor is where you are flying from, because that decides whether your dog or cat needs a rabies titer test and a long waiting period.

The United Arab Emirates classifies every origin country as either low-risk or high-risk for rabies. From a low-risk country — much of Western Europe, for example — a healthy, already-vaccinated pet can typically be ready to travel in roughly two to six weeks. From a high-risk country, the rules require a rabies antibody titer test followed by a mandatory 90-day waiting period, so the realistic timeline stretches to around four months from start to finish. Knowing your classification first prevents the most expensive mistake of all: booking a flight before your pet is legally eligible to enter.

Almost every cat and dog must enter the UAE as manifested air cargo rather than in the cabin or as checked baggage. That is a regulatory requirement for entry, not a service tier — it means the journey is built around an airline that carries live animals safely, an IATA-compliant crate, and a customs clearance step at the cargo terminal on arrival. There are a few hard limits worth knowing up front. A pet must be at least 12 weeks old to enter from a low-risk country, and at least 15 weeks old from a high-risk country, because of the vaccination and titer timing. The UAE also generally allows a maximum of two pets per person per year. • Valid rabies vaccination given at least 21 days before travel and within the past 12 months (inactivated or recombinant vaccine only)
• Core species vaccinations — DHPPiL for dogs; feline rhinotracheitis, panleukopenia and calicivirus for cats
• Rabies antibody titer test (RNATT), at least 0.5 IU/ml, only for pets from high-risk countries
• MOCCAE import permit (AED 200 per animal, valid 90 days from issuance)
• Government-endorsed international health certificate from your origin country (valid 10 days until arrival)
• Record of internal and external antiparasitic treatment within 14 days of arrival
• Owner passport copy, UAE visa or residency details where applicable, and a recent photograph of the pet

Settling In: First Weeks in Dubai

Clearing customs is the finish line for the move, but the first weeks in a new country matter just as much for your pet. A little preparation makes the transition smoother for cats and dogs alike.

Give your pet a quiet, familiar base to start. Set up a single room with their own bed, bowls, litter tray or favourite blanket from home, and let them explore the rest of the home gradually. Cats in particular settle far better when they can retreat to a calm space, and behavioural wobbles in the first couple of weeks are completely normal as they adjust to new sounds, smells and routines.

Dubai gets genuinely hot from roughly May to September, and pavement temperatures can burn paw pads. Walk dogs early in the morning or after sunset, carry water, and never leave a pet in a parked car. Many residential communities and parks are pet-friendly, but rules vary by building and developer — it is worth checking your tenancy and community guidelines, since some restricted breeds cannot live in apartments and must be leashed and muzzled in public.

Register with a local veterinary clinic early so you have a trusted contact for routine care, microchip re-registration and any emergencies. Keep your pet’s vaccination booklet and import paperwork safe — you will need the records for future travel, boarding or licensing.
