Dubai → PhilippinesDubai to Philippines Pet Relocation — Exporting Your Pet to the Philippines
Leaving Dubai for the Philippines is a Bureau of Animal Industry problem first: you need an approved SPSIC (Sanitary and Phytosanitary Import Clearance)…
Direct answer
What do I need before a pet leaves Dubai for the Philippines?
An approved BAI SPSIC before travel, a UAE export / international veterinary health certificate issued within BAI’s short pre-departure window, and a carrier that will accept the animal into MNL, CEB or CRK. Destination paperwork leads; UAE exit follows.
Exporting a pet from Dubai for the Philippines
Leaving Dubai for the Philippines is a Bureau of Animal Industry problem first: you need an approved SPSIC (Sanitary and Phytosanitary Import Clearance) before the pet travels, then a UAE export health certificate issued inside the short window BAI will accept, then a live-animal booking into Manila, Cebu or Clark. This is not a mirror of the live Philippines→Dubai page, which is about high-risk UAE entry, MOCCAE permits and inbound cargo clearance. Here the failure modes are a missing SPSIC, an expired origin health certificate, or an arrival without BAI documents — BAI states pets can be seized or refused. We do not re-own inbound titer-for-Dubai or “waiting period into the UAE” language on this URL.

What is special about this corridor
The Philippines corridor is an SPSIC race, not a titre-into-Dubai essay. Bureau of Animal Industry clearance has to exist before the crate is accepted for export: the Sanitary and Phytosanitary Import Clearance is the document Philippine quarantine will ask for at MNL, CEB or CRK, and BAI states animals can be seized or refused if it is missing. Source-of-truth notes a one-time importation cap (currently a maximum of three animals) and an SPSIC validity window commonly cited at 60 days — verify the live portal rather than a screenshot from a previous posting. Age is a hard gate: dogs and cats should be at least 120 days old at application on the published page; pregnant animals and those that gave birth within 12 weeks before travel are ineligible there. Rabies timing is BAI’s, including a first vaccination at least 14 days before SPSIC application on that page, plus booster combinations you confirm on the current list. The UAE contribution is a short fuse: the export permit / international veterinary health certificate must be issued within 10 calendar days before departure, which is why the MOCCAE export exam is booked to the flight, not to an inbound 90-day import-permit habit. ISO microchip identity has to match every page in that pack. We do not reprint historic peso inspection figures. Packages are quote-only via Get Route Checked or WhatsApp +971504782999. This URL does not teach MOCCAE import into the UAE or the inbound titer sample window used on Philippines-to-Dubai.
Leaving Dubai for the Philippines
Destination rules first
Philippines Bureau of Animal Industry (BAI) pet import / SPSIC rules
- Obtain an approved SPSIC from BAI before the pet leaves the UAE. BAI publishes the application online; a one-time importation is capped (currently max three animals) and the SPSIC has a published validity window (SOT: 60 days) — verify the live portal.
- Dogs and cats must meet BAI age rules at application (SOT: at least 120 days old). Pregnant animals and pets that gave birth within 12 weeks before travel are not eligible on the published page.
- The pet must travel with an export permit / international veterinary health certificate issued within 10 calendar days before departure — that is the document you time the MOCCAE export exam to, not a UAE import permit.
- ISO microchip and rabies vaccination timing are set by BAI (first rabies vaccination at least 14 days before SPSIC application on the published page), plus species booster combinations. Confirm current BAI lists.
- Pets arriving without a valid SPSIC and veterinary health certificate can be seized, confiscated or refused admission.
- Do not treat published historic peso inspection figures as current — confirm any arrival charges with the Quarantine Office. We do not print fee numerals here.

UAE exit paperwork (high level)
- Leaving the UAE needs MOCCAE exit documentation (veterinary health certificate / export pathway via MOCCAE digital services) — plan this after destination rules are clear.
- Export health certificate validity is commonly a short window (SOT cites 30 days from issue for the export-certificate pathway — verify on the MOCCAE portal before you book).
- Do not reuse inbound MOCCAE import-permit logic for an outbound move. A 90-day import permit is for entering the UAE, not for leaving it.
- Airline acceptance leaving Dubai can differ from the inbound product on the same brand — confirm current policy for the outbound origin-destination pair.
- No package or government fee numerals on this page — confirm fees on official portals; Dubai Pet Relocation quotes on request.

Where this corridor usually fails
Dubai-to-Philippines files fail on sequence and on islands, not on a generic “cargo embargo” paragraph. The SPSIC is approved for one named arrival airport and a validity window (SOT: 60 days — verify); families then change the ticket from Manila to Cebu or Clark and arrive against the wrong port. Others obtain a beautiful UAE export certificate two weeks early and watch BAI’s 10-calendar-day health-certificate rule kill the document on departure morning. Young pets miss the 120-day age floor at application. Litters and recently whelped females trip the 12-week ineligibility note. A missing SPSIC is not a fine you argue at the belt — BAI’s published outcome is seizure, confiscation or refusal. Airline-mode wishful thinking is the other stall: Philippine Airlines seeds as cabin-or-cargo with a program flag, Cebu Pacific as limited/confirm, and Emirates, Qatar Airways and Etihad as cargo; treating a passenger booking as automatic cabin does not create a BAI file. Inbound habits also hurt: owners ask for a MOCCAE import permit to leave Dubai, or they paste the Philippines-to-Dubai titer-into-UAE waiting story onto this page. If a titer is ever discussed for a later UAE return, that inbound rule is sample within 90 days before travel at ≥ 0.5 IU/ml — it is not this export’s lead document. We will not invent inspection pesos or package bands to paper over those failures. Get Route Checked when the SPSIC status and island are known.
How a Philippines move actually works
Scenario: an engineer finishing a Dubai contract, returning to family in Cebu with one small adult dog that has a readable ISO chip and a current rabies vaccine. Destination-backwards. Week −8 to −6: confirm the dog is at least 120 days old and not in a pregnancy / recent-birth ineligibility window; gather vaccine cards; decide the arrival airport will be CEB, not MNL, because that is where the family will collect. Apply for the BAI SPSIC naming Cebu; do not assume a Manila clearance can be “used in Cebu.” While the SPSIC is in flight, shortlist live-animal products out of DXB, DWC or AUH that can deliver to CEB — Philippine Airlines may be cabin-or-cargo on some programs, Cebu Pacific is confirm/limited, Gulf carriers seed as cargo — and confirm current policy. When the SPSIC is approved, diary its validity (SOT: 60 days, verify) and only then pick a departure date inside that window. Week −2 to −1: book the UAE export exam so the international veterinary health certificate is issued within 10 calendar days of departure — that is the fuse, not a 90-day inbound permit. Flight week: crate, microchip scan, and travel with the SPSIC the handler can show at CEB. Arrival is a BAI inspection story. If the SPSIC is absent, expect seizure or refusal. This timeline is a planning narrative, not a guaranteed duration. WhatsApp +971504782999 or Get Route Checked with the island and SPSIC status.

Main airports — Philippines ← from Dubai
Philippine seed gateways are only MNL (Manila), CEB (Cebu) and CRK (Clark). We do not add Davao, Iloilo or a general-aviation strip as pet-import airports. The SPSIC, the airway bill and the handler briefing must name the same one of those three. Manila is the default mental model for people who have only used NAIA as passengers; Cebu is the right answer when the household is in the Visayas and the clearance was written for CEB; Clark is a separate Luzon gateway, not a quiet substitute for MNL if the paperwork says Ninoy Aquino. Changing the arrival city after approval is how a valid-looking file becomes a refusal. UAE departures on the seed are DXB (Dubai International), DWC (Al Maktoum / Dubai World Central) and AUH (Abu Dhabi International). DXB is where passenger tickets often live even when the animal moves as cargo; DWC is the cargo-centric ramp on many long-haul consignments; AUH is the Etihad alternative. An IATA row is not a promise that the Tuesday flight accepts live animals or that the Philippine handler works nights. Island geography matters more here than on a single-city corridor: a crate that clears in Manila still has a domestic onward problem if the family is in Cebu and the SPSIC was never written for a transfer. Confirm the live-animal desk and the BAI port on the same day. We are not affiliated with NAIA, Mactan-Cebu or Clark, and we do not invent extra Philippine airports to make a map look full.

Airlines that can move pets on this corridor
Seed carriers for UAE→Philippines are Emirates (cargo), Philippine Airlines (cabin_or_cargo, seed: cargo/cabin program), Cebu Pacific (confirm, seed: limited/confirm), Qatar Airways (cargo) and Etihad (cargo). All rows stay unverified. PAL’s program flag is not a cabin guarantee from Dubai and not a reason to skip the SPSIC; it is a prompt to read the live product for the exact aircraft, crate size and date. Cebu Pacific is confirm/limited — do not brief the family that a cheap passenger fare includes the dog. Emirates, Qatar Airways and Etihad seed as cargo, including when the humans sit upstairs on the same bank. This page is not a Philippine Airlines or Cebu Pacific policy guide; confirm current policy on the carrier site and treat our table as a seed. We claim no interline partnership and print no kilo rates. Mode on the inbound Philippines-to-Dubai twin does not transfer to this export. If you already hold an SPSIC for MNL and the only open cargo product is into CEB, that is a paperwork problem first, not an airline-shopping problem. Get Route Checked or WhatsApp +971504782999 with species, weight, island and whether PAL, a Gulf carrier or a Doha connection is even on the table — we quote against live acceptance, not against the seed labels.
