Origin paperwork is a mainland export health file plus live-animal acceptance by Air China, China Eastern, Emirates or Cathay, all cargo in the seed. - UAE entry for most dogs and cats is as manifest cargo under IATA live-animal conditions (cabin into Dubai is not the default). Etihad cabin into Abu Dhabi is a published exception for eligible small pets — confirm current policy.
- ISO 11784/11785 microchip must match the health certificate; implant the chip before the rabies vaccination used for UAE import.
- When a rabies antibody titer (RNATT) is required, the blood sample must be taken within 90 days before travel and result ≥ 0.5 IU/ml — this is a pre-travel sample window, not a 90-day waiting period after the draw.

Third, the 90-day MOCCAE permit is issued against a passenger date that mainland cargo later moves. Fourth, titer myth: waiting 90 days after a Shanghai blood draw ages the sample out of the UAE pre-travel window. Correct rule: sample within 90 days before travel, ≥0.5 IU/ml, when required. HKG is listed in the same seed with the city label “via HK note.” That is a routing footnote, not a fourth mainland airport, not a claim that Hong Kong is in the PRC airport system for this page, and not a substitute for PEK, PVG or CAN. If you are actually leaving from Hong Kong as origin, use the Hong Kong inbound corridor (AFCD export).
